I used to sell Lexus. Occasionally we would get in a RWD IS or GS, and that car would sit on our lot and just rot for the next year. We had a GSh (last gen) that was almost 500 days old by the time we swapped it to Florida...they wanted some ESs from us, so we made them take the GSh.
So yeah, they don't so RWD cars. Even as they're trying to revamp their image, 99.999% of the people walking into that dealership here in RI don't RWD. If they did, they'd go to BMW. At least that's how Lexus sees it.

But if I'm building it to order...
If your distribution computer doesn't allow for dealers to accidentally order RWD - alleviating the potential for lot rot - I get that. But to disallow a customer to even spec one based on zip code seems dumb.

Oh absolutely agreed, it's fabulously dumb at the website level. Just let me play with the tool, it shouldn't matter where you live. And if you go into the store, of course you could order one...though I'd imagine they would ask for a sizable deposit since it would be a hard car to move if somebody changed their mind. Lexus is a weird brand, they're trying to change their image to be less bland, which is good, but they're also trying not to alienate their core customers who want bland. Tough spot, since they still really haven't built the brand prestige that the German brands have.

Nailed it perfectly. Lexus is in a great transition and I think Lexus people will continue to buy Lexus even if they get better and sportier.
Lexus just needs to take the dive and not look back, which is something they've done before. I mean, just look at the current corporate grill...
